Why approvals matter

You cannot legally occupy or operate a commercial space in Dubai until your fit-out is approved and you have received a completion certificate. Mishandled approvals cause delays, fines and re-work — which is why most clients use a design-and-build contractor who manages the whole approval chain.

Who approves your fit-out

It depends on where your space is located:

  • Dubai Municipality (DM) — most mainland Dubai locations.
  • Free-zone authorities — if you are in a free zone, that authority approves instead of DM, for example Trakhees (Palm, Jebel Ali and Dubai World areas), DDA (TECOM zones such as Media City and Internet City), DIFC, DMCC, JAFZA and DAFZA — each with its own process.
  • Dubai Civil Defence (DCD) — fire and life-safety approval (fire alarm, sprinklers, emergency lighting, exits).
  • DEWA — electricity and water approvals where loads change.
  • Landlord / building management — most towers require their own NOC and fit-out guidelines first.

  1. Landlord NOC and building fit-out guidelines
  2. Design submission to the relevant authority (DM or free zone)
  3. Authority design approval
  4. Civil Defence approval for fire and life-safety

With complete, correct submissions the approval stage typically takes a few weeks before construction can begin. Incomplete drawings are the most common cause of rejection and delay.
