The key authorities

• Dubai Municipality (DM) – fit-out permits and inspections; DM Food Safety for food and beverage.
• Dubai Civil Defence (DCD) – fire and life-safety systems and sign-off.
• SIRA – CCTV, access control and alarm systems; essential for banks and retail.
• DHA – clinics and healthcare spaces.
• DDA, Trakhees and free-zone authorities – depend on where your premises sit.

Equivalents include Abu Dhabi City Municipality (DMT), Abu Dhabi Civil Defence (ADCD), ADAFSA for food safety and the Department of Health (DoH), plus free zones such as ADGM, KIZAD and twofour54.
